The teams not qualified to the FIBA EuroBasket 2021 will join the Basketball World Cup 2023 Pre-Qualifiers second round and compete to qualify for the Basketball World Cup 2023 Qualifiers starting in November 2021. Group games are played on round robin basis, with each team playing the other teams in its group twice, once at home and once away.

They will join 24 more countries in the FIBA Basketball World Cup 2023 Qualifiers.
The EuroBasket 2025 Pre-Qualifiers will be played over three rounds. The best eight teams advance to the EuroBasket 2025 Qualifiers. First round. The pre-qualifiers first round will be played by ten teams: Eight eliminated in the 2023 FIBA Basketball World Cup Pre-Qualifiers, and two teams who did not apply to enter in those qualifiers.
The four group winners will complete the 32 team field for the FIBA EuroBasket 2021 Qualifiers, joining the four teams from the Pre-Qualifiers Second Round and the 24 teams from the FIBA Basketball World Cup 2019 European Qualifiers Second Round. The FIBA EuroBasket 2021 Qualifiers will be played across three windows on February 17-25, 2020, November 23-1 December, 2020 and February 15-23, 2021 with two games played by each team in every window.

Eight spots were determined by the host nation and the top seven finishers of the previous EuroBasket. The remaining Division A teams compete in a qualification tournament.
